05.01.00   Parish Council annual Report

05.01.01   The Clerk and Chairman gave the following report between them. The Village Hall Heating system has now been replaced and is working properly after it was adjusted. Thank you to Councilor Rod Storer and Mr & Mrs Dales who worked closely with DCR to get the heating system installed and working to its optimum, taking readings and unlocking the village Hall for them.

05.01.02   The Parish council spent a grand total of £29,917.08 over the last financial year. £3500 of that will be paid back from the Village Hall Committee as their contribution toward the heating system. A V.A.T claim will also be going in shortly to recoup the V.A.T the Parish Councils paid, which will be paid back into reserves in case of an emergency expenditure is needed.

05.01.03   The next biggest spend was £3,715.00 spent on grass cutting in total in the village. £1,320 of that was for cutting the Church Yard grass the rest covered the playing field, Castle Hill and the village grass verges.

05.01.04   Staff costs was the third biggest expenses in the last financial year at £3,355.39.

05.01.05   Followed by the electricity for the Parish owned streetlights at £1,357.00 which is not a metered supply and is calculated by the number of lights supplied.

05.01.06   The Parish Council is anticipating increased costs on Castle Hill this year as a section of fencing needs replacing and tree work will be needed to be completed this year.

05.01.07   Village parking is still a focus we will be concentrating on, as inconsiderate parking is damaging our grass verges around the village.

05.01.08   The Parish Council ask people not to block driveways and please leave enough space near junctions before parking so not to obscure the driver’s sight of oncoming hazards.

05.01.09   As a token of appreciation, a gift and card were presented to Mr Robert Gibson by the chairman, from last year’s members of the Parish Council, the Clerk and Cllr M Overton for the 11 years Mr R. Gibson has served Welbourn Parish Council. Mr R. Gibson has over that time supported his fellow councilors with sound advice and represented Welbourn Parish Council at the Cliff Cluster meetings. 

05.02.00   District & County matters.   

05.02.01   Cllr M Overton gave her report.   

05.02.02   Today North Kesteven District Council had held an induction program for new council members. Nineteen new members have been elected all seeming very keen and with lots of ideas.  Committee places are yet to be decided. Twenty-two Independents and twenty Conservatives were elected into North Kesteven District Council. The AGM is on 16th May 2019.   

05.02.03   Cllr M Overton said her main focus is on road improvements as Mill Hill and Moat Lane are in a very poor condition yet as they are not grade A or B, they are very low down on the list for resurfacing.   

05.02.04   Cllr M Overton is organizing a petition to improve the speed of repairs of potholes and is campaigning for safer roads.   

05.02.05   Support networks need renewing for the Elderly after leaving hospital. For those that still need care/support as need to rehabilitate after their hospital stay, but not ill enough to warrant a hospital bed yet who’s care packages have not been organized yet. Six weeks in a care center would free up much needed beds in the NHS.

05.03.00   Community Payback Scheme   

05.03.01   The Parish Council has been investigating using a Community Payback Scheme. The idea is that a team of people of mixed ages (between 18-70years old), gender and backgrounds who are enforced volunteers visit the village and help with maintence and are given a project for example smartening up the moat and the area of CastleHill, working to learn new skills, like gardening while contributing to the local area.   

05.03.02   The scheme is based at Lincoln Prison and is run by a company called Interserve.   

05.03.03   They drive out groups of 4-6 people with a supervisor in a mini-bus with some manual tools and power tools like strimmer, hedge cutter etc. If the project is large sometimes you will get two teams at a charge of £30 per visit.

05.03.04   Depending on the project you can have a team for an arranged period of say x number of weeks or a team for one day every week.   

05.03.05   The team will complete tasks that have been set out us and in the process the team learn new skills and get to integrate with society building up their personal skills and self-worth.   

05.03.06   Interserve would provide trained supervisors to monitor the project/volunteers and will carry out the legal requirement of risk assessments etc   

05.03.07   We would be asked to provide access to toilets and a dry place with electric that the group could use to sit and have their lunch break in and take cover from any extreme weather, heavy rain etc.   

05.03.08   For this scheme to work though it needs the support of the village parishioners, so the Parish Council wants to know if everyone agrees with going ahead with the scheme?   

05.03.09   If you have any questions, please contact the Clerk or any of the Parish Councilors and if they cannot answer your question, we will forward it to Interserve to answer.   

05.03.10   The Clerk was asked to put Community Payback Scheme on the next Agenda to discuss more once residents’ opinions had been obtained.

05.04.01   There was three members of the public present.
