WELBOURN PARISH COUNCIL

MINUTES OF THE MEETING OF WELBOURN PARISH COUNCIL HELD ON WEDNESDAY 9th February 2022 IN THE WELBOURN VILLAGE HALL AT 7.30pm

1.   Chairman’s welcome.

The Chair welcomed everyone to the meeting.

2.   Acceptance of reasons for Absence.

Ms Harriet Huntsman and Mrs. Katie Stark sent their apologies, both being detained by work commitments.

It was resolved to accept their apologies.

3.   Declarations of interest.

No interests were declared.

4.   Public Forum.

One member of the public was present as an observer.

5.   Minutes of the Parish Council Meeting held on the 08th December 2021

It was resolved that the minutes of the meeting held on 08th December 2021 be approved as minutes.  Proposed by Cllr. Kevin Dowling and seconded by Cllr. Stephen Short.

The Chair signed the Minutes.

The January 2022 Parish Council Meeting was cancelled due to Covid expansion at the time.

6.   Speed Indicator Device Update. – The results from the recent siting of the Speed Indicator Device in the village showed very few vehicles exceeding the speed limit. Further monitoring will be undertaken later in the year.

7.   Planning:

07a   Planning Application Reference: 21/1879/VARCON

Proposal: Application to vary condition 27 (approved plans) and remove condition 5 (scheme for affordable housing) re planning permission 09/0537/FUL (Erection of 9 dwelling houses with associated drives and garages resubmission of N/72/0841/08).

Welbourn Parish Council have the following observations with regard to the above Planning  Application:

Welbourn Parish Council understands the developers have already accepted the principle of providing Affordable Housing Units by commencing the development (putting in the drain connection) to protect the existing consent ?
They are right that under the current planning policy they would not now have to provide the Affordable Housing Units but as they entered into a legal Planning Obligation with NKDC in 2010
 
to do so, and started work, we think it comes down to whether or not that agreement can still be legally enforced bearing in mind the change in policy.

We support the amended heating and parking arrangements but if the agreement they entered into with NKDC in 2010 to provide three Affordable Housing Units houses is enforceable then they should be required to do so.

Our Neighbourhood plan (p17) states that 'New Housing developments should reflect the demand for accommodation needs of all sections of the community. They should include some low-cost starter homes to enable people to get on the housing ladder and people wishing to downsize to a home with lower running costs.'

07b   Planning Application Reference: 21/1878/HOUS

Proposal:  Proposed ground floor wraparound extension, floor plan redesign and all associated works.

Location:   1 Poplar Court Welbourn Lincoln Lincolnshire LN5 0FB Welbourn Parish Council have no objections to this application.

07c   Planning Application reference: 22/0052/TCA

Description of works: G18 &G22 Lawson Cypress - Fell; T21 Poplar - Fell Location: The Warri, 4 The Nookin, Welbourn, Lincoln, Lincolnshire

Welbourn Parish Council has no objection to the above tree works.

07d   Planning Application Reference: 22/0037/HOUS

Proposal: Erection of 2 storey front extension, front and side canopy, part 2 storey part single storey rear extension/balcony, demolition of existing double garage and new car port with attached home office/hobby room

Location: Chestnut Tree Cottage. The Heath Wellingore Lincoln Lincolnshire Welbourn Parish Council have no objections to this application.

8.   Proposed Speed Limit A607.  Consultee response prior to public Consultation.

The revised proposals received from Lincolnshire County Council Highways were considered.

Northward extension of the 30MPH limit from the Sir William Robertson Academy to  the lay-by was supported. It was noted that the proposed 50 MPH limit would now extend from the 30-mph limit to the chicken farm at the northern end of the village. It was agreed to request the revised limit to be 40 mph instead of 50 mph.

9.   Sir William Robertson Academy

A request from the Academy for financial support towards the cost of providing a Zebra crossing was considered. Councillors unanimously agreed that a crossing is needed but considered that it should be funded by the Lincolnshire Road Safety Partnership.

10   Dog Litter Bin

A request to provide an additional Dog Bin was considered. It was agreed to contact the Environmental Health Department at NKDC and request them to undertake a survey and recommend the most suitable location. Provision of the bin will be funded by the Parish Council.

11.   Finance Update

It was noted that provision will need to be made during the coming year for significant increases in electricity charges.

12.   Asset Register Review

There is one Dog Bin to add but otherwise no amendments.

13.   District Council & County Matters

Lucille Hagues had circulated her report to all Councillors. No additional matters were raised. Marianne Overton reported that Council Tax bills would be increasing by a total of 5%.

The road maintenance programme is currently behind schedule due to a lack of HGV drivers. The expectation is that it will be back on track by the end of the financial year.

Household Insulation Grants and Business Grants are still available for qualifying applicants.

14.   Portfolio Holders Update

Allotments – There is one vacant plot. Two rents are outstanding.

Castle Hill – English Heritage have verbally advised that maintenance of the banks and perimeter should be carried out using hand tools only. Further written guidance is to be requested.

Field Paths – Some maintenance is required.

15.   Clerk / RFO Vacancy

Five applications have been received. The closing date is 11 February 2022.

16.   There being no further matters to discuss the chairman duly closed the meeting at 21.10 hrs.
