MINUTES OF THE AGAR COMPLETION MEETING OF WELBOURN PARISH COUNCIL ON THURSDAY 29 JUNE 2023 AT 7.30 PM IN WELBOURN VILLAGE HALL.

1. The Chairman welcomed all present to the meeting.

3. Declaration of interest in any matter on the agenda – none declared.

5. To complete the review and approve The Annual Governance Statement 2022/2023 (AGAR Section 1)
The Responsible Finance Officer presented the statement to the meeting and provided brief explanations as required.
Resolved: That the Annual Governance Statement 2022/2023 (AGAR Section 1) be noted and be accepted. ( Proposed by Cllr Bighi, seconded by Cllr Crosby, passed unanimously)
6. To complete the review and approve The Accounting Statement 2022/2023 (AGAR Section 2)
The Responsible Finance Officer presented the statement to the meeting and provided brief explanations as required.
Resolved: That the Accounting Statement 2022/2023 (AGAR Section 2) be noted and be accepted. (Proposed by Cllr Bighi, seconded by Cllr Crosby, passed unanimously)
7. To approve the payment of £8744.49 representing the Third-Party Contribution to FCC Environment following the successful outcome of the bid for funding to upgrade play equipment at the park.
Cllr Bighi confirmed that the Parish Council’s application to FCC Communities Foundation to upgrade the play park equipment had been approved. Written confirmation was received on 15 June 2023. The grant funding of £81,344.12 is subject to several conditions which will be formally presented to the Parish Council at the July 2023 meeting. One important condition is the payment of what is known as Third Party Funding Contribution (or Payment) to FCC Recycling (UK) Ltd. The official letter requesting this payment (dated 26 June 2023) has been received. The payment needs to be made by 24 July 2023 to unlock the Landfill Communities Fund.
The FCC Communities Fund have confirmed that should the project not commence for any reason, then the Third-Party Contribution will be returned to Welbourn Parish Council in full.
Resolved: That the Parish Clerk / Responsible Finance Officer be authorised to make the Third-Party Contribution of £8744.49 before the 24 July 2023 deadline. (Proposed by Cllr Cross, seconded by Cllr Crosby, passed unanimously)
8. To approve the movement of £8744.49 from HSBC account ending 638 to HSBC account ending 677.
In order to pay the Third Payment Contribution to FCC Recycling (UK) Ltd, the HSBC Business C/A account ending 677 will need topping up from the HSBC Reserve A/c ending 638. The HSBC Reserve A/c ending 638 will be replenished with £8000 from the Melton Mowbray Building Society 100 Day Notice Account after the 26 July 2023.
Resolved: That the Parish Clerk / Responsible Finance Officer be authorised to transfer £8744.49 from HSBC account ending 638 to HSBC account ending 677 in due course. (Proposed by Cllr Cross, seconded by Cllr Bighi, passed unanimously)
