MINUTES OF THE OF THE MEETING OF WELBOURN PARISH COUNCIL MEETING HELD ON WEDNESDAY 1 AUGUST 2023 IN THE WELBOURN VILLAGE HALL AT 7.30 p.m.

1. Welcome
2. Acceptance of reasons for absence
2.1 Cllrs Huntsman and Spedding gave their apologies. This was accepted.
3. Declaration of interest in any matter on the agenda – None given.
4. Notes of the meeting held on 12 July 2023 were approved as minutes. Proposed by Cllr. Stark and seconded by Cllr. Short.
4.1 Resolved: That these be accepted as minutes.
5. Clerk’s Report on matters outstanding
5.1 The Parish Clerk has been successfully registered as principal user on the HSBC accounts.
5.2 £8000 has now been transferred from Melton Building Society account to the HSBC reserve account.
5.3 An engineer from Trisoft Data Cabling has been instructed to repair the VGA socket outlets in the Main Hall and Meeting Room.
5.4 A survey of the gullies / drains has been completed. The Parish Clerk will report all blocked drains to Lincolnshire County Council soon.
5.5 A volunteer coordinator at The Forge has completed Fire Safety Training provided by the Lincolnshire Association of Local Councils.
6. Public Forum - No member of the public present.
7. Planning Matters to consider and discuss:
7.1 Planning Application Reference: 23/0746/HOUS
Proposal: Demolition of existing outbuilding and erection of front, side and rear extensions and installation of solar panels
Location: Field House Cliff Road Welbourn Lincoln Lincolnshire
7.2 Resolved: The Parish Council has no objections but requires confirmation that the proposals comply with Welbourn Conservation Area guidelines.
7.3 Planning Application Reference: 23/0802/FUL
Proposal: Erection of 1no. dwelling and demolition of storage building.
Location: Land Off The Green Welbourn Lincoln LN5 0NJ
7.4 Resolved: The Parish Council support this planning application.
7.5 Notification of Intended Works to Trees in a Conservation Area.
Application reference: 23/0843/TCA
Description of works: T1 Cedar - Fell; T2 Blue Spruce - Fell; T3, T4 & T5 Sycamore - Crown lift and prune to boundary
Location: 34 High Street, Welbourn, Lincoln, Lincolnshire, LN5 0NH
7.6 Resolved: The Parish Council has no objections to the proposed tree works.
8. Notifications of Planning Decisions:
8.1 Application Reference: 23/0313/HOUS and Application Reference: 23/0333/LBC
8.2 Resolved: That the Parish Council notes that North Kesteven District Council has approved these applications.
9. Portfolio Holder Update
9.1 Cllr Bighi reported that the FCC Communities Foundation Grants Manager had rejected the estimate selected by Welbourn Parish Council in their application despite this being approved by the FCC Communities Foundation Board. The estimate was rejected on the grounds that it was the too expensive. The Grants Manager had provided the following three options as a way forward:
a) Approve the cheaper alternative estimate costing £55,000 from the alternative supplier.
b) Pay an extra contribution of £22,874.11 being the difference between the Parish Council’s preferred supplier and the one quoted in a) above.
c) Look for a new quote in the region of £70,000.
Cllr Biggie reported that he had advised the Grants Manager that he is proceeding with option c). He is currently making progress with a new alternative supplier.
9.2 Resolved: That this new situation is noted. That Cllr Bighi proceed with negotiations with the new supplier and the FCC Communities Foundation Grant Manager. That Cllr Bighi seek clarification from FCC Communities Foundation Grant Manager concerning a rebate of the Third-Party Contribution if the grant funding is to be reduced.
9.3 Cllr Cross expressed concern about cars parking on the footpath at the junction of Hall Lane and The Green.
9.4 Cllr Stark advised that she has received a reply from NK Planning regarding the queries she had raised about the Central Lincolnshire Local Plan April 2023 (CLLP) and the impact this would have on the Welbourn Neighbourhood Development Plan (WNDP).
Resolved: That Cllr Stark arrange for an appropriate officer from NK Planning to advise interested Parish Councillors further on implications of carrying out a review of the WNDP.
