The Chairman, Cllr Robert Cross welcomed everyone to the meeting.

Minutes of the previous meeting

The Notes of the previous Parish Council meeting held on the 9th January 2019, copies of which had been circulated previously to members, were accepted as Minutes.   Proposed by Cllr Steve Spedding and seconded by Cllr Jake Beaty. The Chairman duly signed the minutes.

Minutes of the Extraordinary Parish Council Meeting on the 16th January 2019.

There were no crimes reported and no Police attendance.

District and County Matters

Cllr.Cat Mills sent her apologies as she could not attend.

Cllr. Marianne Overton updated that The County Council recognized that more needs to be done to improve road safety outside the Sir William Robertson Academy.

Rural transport has increased by 42% over the years putting more pressure on our rural roads.  Cllr. Marianne Overton encourages people to use the buses more.

Lincolnshire County Council have decided that the time taken to repair pot holes will be increased from 28 days to 90 days. Cllr M. Overton encourages people to sign the petition she has set up.

New members of staff in Lincolnshire County Council

The Fix My Street Website and App is working well. Cllr. M Overton encourages people to use it and to keep reporting pot holes and other road dangers. There is a link in Cllr M.Overton’s newsletter which shows which roads are due for repair.

A residential property is being used for Car Sales. The owner has a letter from the Council that says if there is little or no disruption to the road there isn’t an issue. However, there is a concern about potential customers stopping on the main A607 road to visit the car sales site and there are 3 times the number of cars permitted on the land. Car transporters are stopping on the A607 to unload cars which is also causing a concern. The Enforcement Officer has given the resident 18 days to submit appropriate planning permission.

Cllr Storer raised the survey that NKDC have sent around asking for feedback regarding mobile signal and broadband. Cllr Storer asked if there are any plans to get the Mobile Signal and Broadband improved in Welbourn.  Cllr M. Overton said she would follow the query up.

SPID (Speed Indicator Device)

Agreed that it would be sited in the following areas: -

  • Just past the Sir William Robertson Academy on the A607,

  • Beck Street

  •  Hall Lane.

The Clerk will ensure that the Road Safety Partnership Inspector approves those locations. The Clerk will also update the William Robertson school where we intend to site it on the A607.

Agreed that when the SPID is in Welbourn, the Welbourn points of contact for the project would be Cllr Steve Spedding, Cllr Jake Beaty and Cllr Robert Cross with support from other Councillors if required.

The plan is to have the SPID for two weeks at a time. We will need to pay £150 for three post supports. We have also paid £260 towards the cost of the SPID

There will be instructions with the SPID and we will be able to download data from it.

Village Hall Constitution

The amendment to the Village Hall Constitution signed by the Chair. Cllr Robert Cross dated 13th February 2019.

Authorisation to Fix the Village Hall Guttering

All Councillors agreed to get the guttering fixed. The Clerk will arrange.

Village Hall Heating Update

The Village Hall Committee would like to apply for a Renewable Heat Incentive. We need an Energy Performance Certificate in order to apply for it. We will ask DCR for a quote. We also need to install a heat meter. Cllr Rod Storer will find out how much a heat meter will cost and get a quote from DCR.  Once we get the quotes, we will agree with the Village Hall Committee regarding who is going to pay for it.

Brown Bins – Do we want to pay for 2 brown bins at the Village Hall for Volunteers to dispose of waste from leaf and pond clearing?

Agreed that we will pay the £45 for them to be emptied for a year.

Allotment Agreements and Rents

Clerk to visit Mr. Dinning and ask him to attend the next Parish Council so we can formalise the agreement regarding his use of the allotment. We would like to keep accurate records of what money is going to Macmillan

Items for the next Agenda

Parish residents have voiced concern over a set of electric gates being installed in the village without Planning permission and overlapping onto Highways land.  The planning enforcement officer at NKDC has been contacted to advise on how to proceed/ access whether they contravene the rules.

A607 Layby The Clerk has applied to have the brash cut back which obscures the view of the road.
