05.01.00 Chairman’s Welcome
05.01.01 The Chairman Councillor Robert Cross welcomed everyone to the meeting, before standing down as Chairman for the year.
05.02.00 Election of the Chairman
05.02.01 The Clerk asked for nominations for Chairman for the coming year. Councillor Storer proposed that Cllr. Robert Cross should continue in the position and Cllr. Stephen Short seconded. Everyone present agreed and welcomed Cllr. R Cross as the Chairman again.
05.03.00 Co-opt Parish Councillors for the remaining four vacant seats.
05.03.01 Five people offered to fill the four vacant seats, Jake Beaty, Harriet Huntsman, James Smith, Brian Percy and Steve Spedding. The Chairman asked those present to introduce themselves and explain their reason for applying.
05.03.02 A vote was taken which District Councillor M Overton and the Parish Clerk oversaw and Cllr. M Overton counted the votes.
05.03.04 The vacant seats were taken by Jake Beaty, Harriet Huntsman, James Smith and Brian Percy.
05.04.00 Issue Declaration of Acceptance of Office forms to the four Co-opted Councillors
05.04.01 DAO forms from new Councillors signed (original five Parish Councillor's forms were signed before meeting started).
05.05.00 Issue Disclosable Pecuniary Interest forms.
05.05.01 Clerk to print and deliver by hand and collect DPI forms to all Councillors.
05.06.00 Public Forum
05.06.01 One parishioner attended who is also a member of the Village Hall Committee. He said the village hall committee had been asked by the Football Club if they could replace their shed (which was lost in a recent storm) with a small shipping container. They did not want to buy another flimsy structure as the one that blew down had been vandalized on a number of occasions. A larger, more secure structure would allow them to store their equipment including a mower which would enable them to offer more help in maintaining the pitch. They would also camouflage the container
05.06.02 The Parish Council discussed the matter stating that assurance regarding it's removal must be given by the football club should they stop using the facility, that planning permission if necessary is the responsibility of the football club and that the matter was best coordinated between the Village Hall Committee and the Football Club.
05.06.03 The Parish Council was asked to consider installing an Elsan disposal point? An Elsan disposal unit is potentially safer disposal of sewerage as currently the drain cover must be lifted every time and put back correctly to stop the risk of someone falling/tripping in or over the drain.
The Clerk was asked to put the question on the next agenda.
05.07.00 Acceptance of reasons for absence
05.07.01 apologies received and accepted from Cllr. H Huntsman
05.08.00 Declaration of interest.
05.08.01 There were no declarations of interest.
05.09.00 Notes of the last meeting held on the 10th April 2019 to be approved as minutes.
05.09.01 The Notes of the previous meeting held on the 10th April 2019, copies of which had been circulated previously to members, were accepted as Minutes. Proposed by Cllr Storer and seconded by Cllr. Jake Beaty. The Chairman duly signed the minutes.
05.10.00 Police update
05.10.01 No crimes have been reported.
05.11.00 Election of other Officers- To elect the Finance Committee Officers, personnel Committee, Parish Council representatives for the Village Hall Committee and Portfolio holder’s positions.
05.11.01 Finance Committee: - Cllr Rod Storer, Cllr Harriet Huntsman and the Clerk. Personnel Committee: - Cllr. K Stark, Cllr. M Lunn and Cllr. S Short.

05.12.00 Code of Conduct
05.12.01 Cllr. Robert Cross proposed to adopt the NKDC Code of Conduct, Cllr. Stephen Short seconded. All Councillors agreed.
05.13.00 Planning Application Reference: 19/0072/HOUS- Notification of Decision Approved
05.13.01 Proposal: Erection of Sun Lounge.
05.13.02 Location: Jasmine Cottage, 2 The Nookin, Welbourn
05.14.00 Clerk’s report. Appendix A
05.14.01 The wire mesh in the pond which is protecting the water lilies has been adapted after a complaint was received that the ducks could not see it and one had bumped into it when landing on the water. Willow has been weaved into the wire and four bunches of plastic flowers to ensure all wildlife can see it.
05.14.02 The Parish Council would like to thank Mr Moon for all the work he has done on the pond/Beck.
05.14.03 The Parish Council would like to thank Mr S Spedding for his time on the Parish Council.
05.14.04 The handyman has been asked to fix the broken section of metal fence around Castle Hill.
05.15.00 Appendix B and C – cheques paid and to be paid.
05.15.01 Reviewed and accepted.
05.16.00 Financial report
05.16.01 Sign off the 2018-2019 accounts. Certificate of Exemption & Declaration of Accounts.
Cllr. Rod Storer proposed the accounts are signed off and Cllr. Stephen Short seconded. The Chairman will sign off the CEDA
05.17.00 Dates for the next meeting and meeting schedule for the coming year:
