09.01.00 Chairman’s Welcome
09.01.01 The Chairman, Councillor Robert Cross, welcomed everyone to the meeting.
09.02.00 Public Forum
09.02.01 No members of the public were present.
09.03.00 Acceptance of Reasons for Absence.
09.03.01 Apologies received and accepted from Councilor, Cllr J Smith, Cllr K Stark and Cllr B Percy.
09.04.00 Declarations of Interest.
09.04.01 No interests to declare.
09.05.00 Notes of the Parish Council Meeting held on 10th July 2019 to be approved as minutes.
09.05.01 The Notes of the previous meeting held on 10th July 2019, copies of which had been circulated previously to members, were accepted as Minutes.
09.06.00 Notes of the Extraordinary Parish Council meeting held on the 14th August 2019 to be approved as minutes.

09.07.00 Police update
09.07.01 No police report had been sent and no police were present.
09.08.00 District and County matters
09.08.01 Cllr L. Hagues sent her apologies for not being able to attend.
09.09.00 Parking in the village- Can any more be done to elevate the problem?
09.09.01 After discussion it was decided the Clerk was to contact the PCC to ask if a steward could be provided at functions in the future. Clerk
09.10.00 Speeding- How can we reduce the problem of people speeding in the parish?
09.10.01 The Parish Council has already requested that the speed limit is reduced from 60mph to 40mph on the A607 from the Chicken Farm up to where the existing 30mph speed limit starts.
09.10.02 The Parish Council has also contributed towards one seventh share in the S.P.I.D that is being bought by the Cliff Cluster Group which will be used for two weeks at a time in each parish on a rota.
09.10.03 It was decided to register more locations for the S.P.I.D so it can be used in as many areas as possible, as the areas need inspecting by the Lincolnshire road safety partnership first.
09.10.04 It was also decided to purchase 6 passive speed posters from the Road Safety Partnership to put up around the parish.
09.11.00 Leadenham tip fire.
09.11.01 We are waiting for a response from District Council.
09.12.00 Allotments
09.12.01 Cllr J. Beaty will inspect the site and report back at the next meeting. JB
09.13.00 Castle Hill Tree works- Which quote do we want to take up?
09.13.01 The quotes were difficult to compare due to them both being for different amounts of work. It was decided to go with Simpson Arboriculture Ltd’s quote as it was believed the more extensive work was needed in the interest of safety.
09.13.02 Cllr R. Storer proposed and Cllr S. Short seconded the proposal.
09.14.00 Do we want to apply for the Litter grant from NKDC?
09.14.01 It was decided to apply as it would be useful for the parish. Clerk
09.15.00 Planning Application Reference 19/0808/FUL-Decision Notice
09.15.01 Proposal: Erection of unit for holiday accommodation
Location: Hilltop Farm, Soggin Lane, Welbourn
Application Refused
09.15.02 Tree works Applications
09.15.03 The clerk was asked to send a letter to the Tree Officer regarding the village’s historic trees.
09.16.00 Clerks report.
09.16.01 The Clerk reported that the internal audit had been completed and forwarded to the external auditor.
09.16.02 Parishioners had complained about saplings growing in the stone wall around Manor close and the lack of maintence to the verge to its side. They had also reported that two drains owned by NKDC in the Manor Close complex were blocked.
The Clerk has reported the above matters to NKDC.
09.16.03 The Clerk had also noticed the four drains on the A607 which are blocked with road planings have not been cleared despite her repeatedly reporting them since last year.
The Clerk will try to chase up highways and have passed on details onto Cllr L. Hagues to try and get the problem fixed.
09.17.00 Finance
09.17.01 1) Appendix B and C – cheques paid and cheques to be paid.
09.17.02 2) Accepted and signed.
09.17.03 3) Does the Parish Council want the Clerk to be able to carry out BACS payments?
09.17.04 The Council agreed to authorize the clerk to make payments by BACS in accordance with our Financial Standing Orders.
09.17.05 4) Does the Parish Council want to pay utility bills by direct debit?
09.17.06 It was agreed the utility bills should be paid by direct debit.
09.17.07 5) VAT update
09.17.08 Cllr H. Huntsman had met with the Clerk and had already gone through the accounts to collect the information needed for the VAT claim.
09.17.09 The Clerk was trying to get HMRC to issue a claim reference number and as soon as she received that she would put in the claim.
