02.01.00              Chairman’s Welcome

02.01.01              The Chairman, Councillor Robert Cross, welcomed everyone to the meeting.

 

02.02.00              Public Forum

02.02.01              No members of the public were present for the meeting.

 

02.03.00              Acceptance of Reasons for Absence.

02.03.01              Apologies received and accepted from Cllr H Huntsman.

 

02.04.00              Declarations of Interest.

02.04.01              No interests to declare. 

 

02.05.00              Notes of the Parish Council Meeting held on 8th January 2020 to be approved as minutes.

02.05.01              The Notes of the previous meeting held on 8th January 2020, copies of which had been circulated previously to members, were accepted as Minutes.

02.05.02              Proposed by Cllr J Beaty and seconded by Cllr S Short.

02.05.03              The chairman duly signed the minutes.  

 

02.06.00              To agree to retract minute number: - 11.11.01 from Minutes of the meeting of Welbourn Parish Council held on Wednesday 13th November 2019 and re-minute.

02.06.01              In accordance with minute 01.02.04 to minute 01.02.06 from Wednesday 8th January 2020.  This item was put on the agenda as advised by the LALC (Lincolnshire Association of Local Councils.)

02.06.02              Cllr K Stark proposed minute 11.11.01 was removed from 13th November 2019 minutes and replaced with “Highways attended, advised what work needed to be done and the work was carried out”

Cllr S Short seconded the proposal and the motion was carried.  

 

02.07.00              Police update.

02.07.01              We have been informed that police update/crime reports will no longer be sent directly to the Parish Council and we are to look on www.police.uk for the crime map of Cliff Villages for information ourselves.              

 

02.08.00              District and County matters.

02.08.01              Cllr L Hagues reported NKDC have just elected a new Deputy Leader Cllr Ian Carrington following Cllr Cawrey standing down from the role.

02.08.02              Sleaford A153/A17.

Notice is hereby given that LCC has made an Order under their powers contained in the Road Traffic Regulations Act 198, the affect of which to restrict the speed of vehicles to 40mph on the A153 in the vicinity of the eastbound A17 (between Sleaford/Ruskington nor rugby ground) slip road.  Right turns will also be prohibited from the A153 southbound onto the A17 eastbound slip road with access via the roadabout.  The order will come into operation on the 6th April 2020.

02.08.03              Discussion at the full council meeting last week regarding the letting off of fireworks at any celebrations in the year as it causes harm and distress to both domestic and wild animals.

02.08.04              It was decided for it to be taken further and it to be scrutinized at the Environment and Overview Scrutiny panel and asked if anyone had views on the matter to let her know and she would then feed the information back when it is brought to the full council for a vote. It could result in the district imposing a full ban on fireworks, banning fireworks except from an organized event, or the banning of fireworks at any other time apart from November 5th.

02.08.05              Cllr M Overton reported the Rendering Plant at Norton Disney planning application Ref: 19/1085/FUL has been refused by County Council.

02.08.06The planning application for a Pig Farm at Harmston application reference:- 19/1085/FUL is being reviewed on 17th March 2020. Public Welcome.

02.08.07              Good Neighbour Scheme

Community Lincs has merged with YMCA form Nov 1st and their Chief Executive, Gail Jackson has won Businessperson of the year.  Many villages are setting up “Good neighbor schemes” to include things such as

  • Collection prescriptions and library books
  • Companionship, help with shopping
  • Dog walking
  • Form filling
  • IT support for the visually impaired
  • Transport and support with social activities

It’s the kind of thing we do already, but would it be helpful to give it some structure? Perhaps linked with our parish councils, churches and lunch clubs?  If interested, please let me know.    

 

02.09.00              To fill the vacancy for a Welbourn Parish Councillor by co-option.

02.09.01              To date there has been no response to the vacancy advertisements.

 

02.10.00              Mobile Mast

02.10.01              A parishioner has requested to find out if we could get a mobile mast in the village. 

02.10.02              It was felt that we couldn’t action anything at present, although it was suggested that parishioners who struggle getting a mobile signal might find an improvement if they connect to their Wi Fi using their service providers apps.

 

02.11.00              North Kesteven’s public consultation, on where individuals & organisations across NK think new ward boundaries should be drawn.

02.11.01              It was decided that Welbourn Parish Council will write in to say we would like to stay as the “Cliff Cluster”.  The Cliff Villages have a natural integrity along the cliff edge and along the link road, the A607, with strong community links.             

 

02.12.00              The NHS Lincolnshire East Clinical Commissioning Group’s consultation about a proposed new Gamete and Embryo Cryopreservation Policy, which will apply to patients across the East Midlands.

02.12.01              The Parish Council decided not to comment.

02.12.02              Details have already been shared on “Nextdoor” by Cllr B Percy, how parishioners can take part in the consultation if they wish to.

 

02.13.00              Portfolio holders’ update/reports.

02.13.01              Drains- Cllr R Storer reported that we had survived Storm Caira relatively unscathed but would need to keep an eye on Storm Dennis.

02.13.02              We are still currently waiting for the storm drain on The Green to be fixed.

02.13.03              Cllr R Cross reported that down Dycote Lane going towards Brant Broughton that there is a blocked culvert and although some of the ditches have been cleared not all have.

02.13.04              Cllr J Beaty agreed to contact the relevant landowners/contractors and ask them to clear them.

02.13.05              Village Hall- The car park extension was discussed.  The Village Hall Committee suggested a sub committee between the Parish Council and Village Hall Committee and parishioners to plan and cost up some suggestions.      

 

02.14.00              To agree who is going to be on the new Village Hall Car park committee?

02.14.01              Cllr R Cross, Cllr J Beaty, Cllr S Short and the clerk agreed to act as Parish Council representatives.  It was also suggested that the Village Hall hold an open meeting, and anyone can attend if they are interested along with the Parish Council Representatives.

The Clerk was asked to see if it was possible to register an interest with the RDPE for their grants scheme, before the closing date of Sunday 16th February 2020.          

 

02.15.00              Planning Application

Application Reference 19/1717/HOUS Decision notice Approved.

Proposal: Erection of 2 storey rear extension, front porch and timber framed car port.

Location: Hillside Cottage, Main Road, Welbourn, Lincoln, Lincolnshire LN5 0QJ

02.15.01              Application Reference: 20/0145/TCA

Description of works: T1 /T3 Conifer – reduce in height to 20ft; T2 Horse Chestnut- reduce in height to 20ft.

Location: Field House Bungalow, Main Road, Welbourn, Lincoln, Lincolnshire.

02.15.02              The Parish Council will respond the PC has no objections to the work applied for in this application.

02.15.03              Planning Application Reference 19/1764/FUL

The Clerk has responded, commenting on the Leadenham Planning Application as instructed by Welbourn Parish Council.

 

02.16.00              Clerks report.

02.16.01              NKDC has donated some Litter Picking safety equipment, consisting of road cones, warning signs, high visibility vests, gloves, litter picker grabbers, bags, etc which has arrived ready for when we take part in the nationwide event the Great British Spring Clean.  We are planning on holding our litter picking event based at the Village Hall Meeting room on Sunday 29th March 2020 which we will start advertising soon, everyone invited the more the merrier!

02.16.02              The clerk has chased up the static Speed signs so they will be arriving soon.

The clerk will contact The Road Safety Partnership and ask them to review the new sites we have picked for the shared S.P.I.D.

 

02.17.00              Finance

02.17.01              a) Appendix B and C – cheques paid and cheques to be paid.

Accepted and signed.

02.17.02              b) To agree on Hedge cutting expenses.

The Parish Council agreed to pay Cllr J Beaty his expenses back for cutting the hedges as he had kindly offered to donate his time to do so, to reduce costs.

 

02.18.00              Dates for future meetings
