Minutes Of The Meeting Of Welbourn Parish Council Held On Wednesday 11th March 2020 In Welbourn Village Hall At 7.30 pm

03.01.00 Chairman’s Welcome

03.01.01 The Chairman, Councillor Robert Cross, welcomed everyone to the meeting.

 

03.02.00 Public Forum

03.02.01 Three members of the public attended the meeting.  A parishioner raised concerns about the reservoir at the bottom of Mill Hill breaching/overflowing.  He asked if the level of the reservoir could be kept down to a lower level on a regular basis?

03.02.02 The farm manager for Lamyman’s farm (reservoir owner) attended the meeting to explain that reservoir had been overflowing due to the excessive rainfall (the first time in the 30years it has been there).  They had pumped water out of the reservoir into the ditch while monitoring the flow, so the water level is between 0.5metre to 1 meter from the top as recommended by the reservoir engineer/Environmental Agency.  They had taken advice and the contractors  (Fox Plant) who designed and built the reservoir are going to create a overflow at the west corner which is connected to the dyke (which they will clear first) to permanently keep the level down and stop water overflowing onto the roadway.  They plan on carrying out this work by the end of March 2020.

03.02.03 The Environment Agency, Highways and NKDC are in control of the situation at the reservoir and are working closely with Lamymans.

03.02.04 Lamyman’s farm are also working on the advice of the Drainage Board and fitting a new grate onto the water outlet pipe at the back of Crosby Lane, to reduce problems there caused by the current grate blocking.

A parishioner raised concerns about dog noise nuisance.  The Clerk was asked to get advice as to what steps could be taken and the item will be put on the next Agenda.

 

03.03.00 Acceptance of Reasons for Absence.

03.03.01 Apologies received and accepted from Cllr M Lunn and Cllr B Percy.

 

03.04.00 Declarations of Interest.

03.04.01 No interests to declare.              

 

03.05.00 Notes of the Parish Council Meeting held on 12th February 2020 to be approved as minutes.

03.05.01 The Notes of the previous meeting held on 12th February 2020, copies of which had been circulated previously to members, were accepted as Minutes.

03.05.02 Proposed by Cllr J Storer and seconded by Cllr J Beaty.

03.05.03 The chairman duly signed the minutes.

 

03.06.00 Police update.

03.06.01We have been informed that police update/crime reports will no longer be sent directly to the Parish Council and we are to look on www.police.uk for the crime map of Cliff Villages for information ourselves. 

The crime map was last updated for crimes reported in January 2020. 

There were three crimes in Welbourn, two thefts and one anti-social behavior.

 

03.07.00 District and County matters.

03.07.01 Cllr M Overton reported that both the District Council and County Council budget has been set this week, with 2.6 being asked for and 3.5 being awarded.

03.07.02 The Friday 8th May is both 75 years of celebrating V.E day and the UN.

Do we want to commemorate holding an event of our own?

03.07.03 Grants are available to help organize local activities from Fund NK.

Cllr M Overton also agreed to raise the concern of the poor condition of the A607 between Welbourn and Wellingore.

 

03.08.00 To fill the vacancy for a Welbourn Parish Councillor by co-option.

03.08.01 Chris Dixon was co-opted onto the Parish Council.          

 

03.09.00 Update on the drainage system and what happened at the reservoir?

03.09.01 Please see above in the public forum 03.02.02.

03.09.02 Cllr R Storer added that even with the extra water being pumped out the reservoir the drainage work carried out 10 years ago (fitting the culvert at the bottom of Graves Hill) had copied well with the heavy rains and carried the water away without any problems.                                                          

 

03.10.00 Update on the road repairs, resurfacing schedule.

03.10.01 We are waiting for a timeline and details regarding what road repairs are being carried out in the parish.

03.10.02 The Parish Council agreed to contact County Councillor Barry Young about concerns with the state of the road of the A607 between Welbourn and Navenby and the A607 at Carlton Scroop.

 

03.11.00S.P.I.D (speed indicator device) and passive speed signs.

03.11.01The Clerk was asked to get confirmation when our turn is to have the SPID.

03.11.02 The Clerk was asked to check if we can use the pole opposite Hunt House on The Green to install the SPID to.

03.11.03 The Passive speed signs will hopefully arrive in March 2020 as another cheque has been issued to replace the lost cheque.

 

03.12.00 Corona Virus- have we got plans if it comes to the village?

03.12.01 The Parish Council suggested that Parish Councillors would volunteer to support vulnerable people in the village subject to their availability, to deliver shopping etc from Welbourn Post Office.

03.12.02 The Parish Council will await further advice from the National Government.       

 

03.13.00 Mowing Quotes- to decide which contract to appoint this year?

03.13.01 We are still awaiting quotes; the Clerk will email quotes to the Parish Concilliors and they will decide via email which contractor to engage.

 

03.14.00 Portfolio holders’ update/reports.

03.14.01 Cllr S Short reported that he attended the last Village Hall Committee meeting, and that three Village Hall Committee members had volunteered to be on the new Village Hall Parking sub committee and had agreed to meet with the Parish Council representatives on Thursday 2nd April 2020 at 7:30.

03.14.02 The next Village Hall Committee meeting is on the 4th May 2020.

03.14.03 Cllr R Cross proposed that we renew the 2 brown bins we currently have, Cllr J Beaty seconded.

 

03.15.00 Planning Application

Application Reference 19/0808/FUL Notification of Decision for Appeal - Refused.

Proposal: Erection of unit for holiday accommodation.

Location: Hilltop Farm, Soggin Lane, Welbourn, Lincoln, Lincolnshire LN5 0QJ

03.15.01 Application Reference: 20/0145/TCA Notification of Decision – Approved

Description of works: T1 /T3 Conifer – reduce in height to 20ft; T2 Horse Chestnut- reduce in height to 20ft.

Location: Field House Bungalow, Main Road, Welbourn, Lincoln, Lincolnshire.

03.15.02 The Clerk has responded, commenting on the Leadenham Planning Application as instructed by Welbourn Parish Council.

 

03.16.00 Clerks report.

03.16.01 The Hall Nursing home has asked their suppliers who damaged the grass verge with their lorry to repair the damage.

03.16.02 The posters on Castle Hill regarding cleaning up after your dog and poo bag dispensers seem to be having a positive impact, we will review continuing and possibly extending the scheme elsewhere next meeting.

 

03.17.00 Finance

03.17.01 a) Appendix B and C – cheques paid and cheques to be paid.

Accepted and signed.

03.17.02 b) Banking and Direct Debit/standing order payments.

The direct debit form has been posted to BT although hasn’t been actioned on the last bill.

It has already been agreed to pay all utility bills by direct debit, the clerk has been asked to get the forms completed and signed by two signatories.

03.17.03 c) Precept

The precept request has been sent to NKDC and we have had confirmation it will be payed into the Parish Council Account in due course.

03.17.04 D) VAT

Cllr H Huntsman offered to meet with the clerk to make the VAT rebate submission.

 

03.18.00 Dates for future meetings
