MINUTES OF THE ZOOM MEETING FOR WELBOURN PARISH COUNCIL HELD ON WEDNESDAY 16TH SEPTEMBER 2020 IN WELBOURN VIA ZOOM AT 7:30 PM

5. Notes Of the Zoom Parish Council Meeting Held on The 12th Of August 2020 to Be Approved as Minutes
The notes of the previous meeting held on 12th August 2020 copies of which had been circulated previously to members were accepted as minutes.
Proposed by Councillor Stephen Short and seconded by Councillor Rod Storer. The Chairman will sign the minutes
6. Matters Arising

7. District And County Matters
Councillor Lucille Hagues reported the Parish Council need to respond by 7th August 2020 to the Boundary Commission if we want to comment on wards layout. Clerk is to ensure Parish Council comments, that we want to keep the boundaries the same as they have been, registered.
Councillor Lucille Hagues also reported on floods and drainage 185,000 gullies are cleaned once a year and GPS devices will report live faults in the process. £300,000 pounds has been set aside to improve drainage the equivalent of 30 schemes a year. The Environment Agency has been allocated £50 million pounds to carry out sea defences and to prevent flooding in Lincolnshire out of the total of £110 million pounds that is allocated across England
8. Flooding And Road Drainage Work Update
Highways have notified of the work commencing from the 5th of October 2020 to 16th of October 2022 to The Green and the High Street, Beck Street and The Green.
Then between 23rd October 2020 to 30th October 2020 between Hall Orchard Lane and Crosby Lane.
The clerk will put the details of the closures on NextDoor.
9. Can Anything Be Done to Improve the Water in The Pond Next to The Village Hall and Remove The Smell?
The pond is currently very smelly algae and a film have formed on the top of the pond. It was proposed that The Clerk ask the Environment Agency to come out and test the water by Katie Stark and seconded by Councillor Stephen Short
Councillor Short, proposed Councillor Jake Beaty get a quote from a private company to review the pond. Seconded by Councillor Robert Cross
10. Could Shelves Be Put in The Old Phone Box to Use at A Village Library If Not Where Can It Be Located?
Due to the defibrillator being housed in the old phone box there were concerns that if the boxes were put in there it might restrict access to the defibrillator when the time is of the essence. Another concern was that it would break current coverage restrictions as holiday homes had been told to remove books. The Councillors were tasked to think about how it would work
11. Condolences For Paul Sproxton
Paul Sproxton from Leadenham joint editor of the Three Villages and Hamlet magazine has sadly died. The Chairman will send a note of condolence on behalf of Welbourn Parish Council. Hilary Proctor the other editor on Three Villages and A Hamlet magazine would be grateful if anyone is interested in helping her run the magazine to please contact her
12. Planning Notification of Decision Approved
Application Reference 20\ 0731\HOUS
Proposal: - Relocation of existing oil tank from rear to front of property
Location: - 13 High Street Welbourn Lincoln Lincolnshire
13. Clerks Report
Clerk checked the Parish Council did want to apply for the litter picking grant from NKDC again this year before applying.
The Clerk reported that we are still waiting for quotes to resurface the bridleway. The Clerk has been asked to contact the quarry manager to see if they could donate any chippings.
14. Finances
The finance figures were reviewed and agreed.
The Parish Council agreed Councillor Rod Storer can transfer the money to pay the clerks wages and expenses by BACS. The Clerk will pay the rest of the invoices BACS.
