Minutes Of The Zoom Meeting Of Welbourn Parish Council Held On Wednesday 12th August 2020 In Welbourn Via Zoom At 7.30 pm

01.08.00 Chairman’s Welcome

01.08.01 The Chairman welcomed everyone to the Zoom meeting.

 

02.08.00 Public Form

02.08.01 A parishioner has asked about how any changes/the review to our Neighbourhood Development Plan would affect getting planning permission for changes to a property on Little Lane.

02.08.02 The Parish Council will reply to the parishioner by email that the normal planning application procedure will need to be followed as the property is situated in the Conservation Area and a review of the Neighbourhood Plan should have no impact.

 

03.08.00 Acceptance of Reasons for Absence

03.08.01 Apologies received and accepted from Cllr H. Huntsman, Cllr J. Beaty, Cllr C. Dixon.

 

04.08.00 Declarations of interest.

04.08.01 No interests to declare.

 

05.08.00 Notes of the Zoom Parish Council meeting held on the 8th July 2020 to be approved as minutes

05.08.01 The notes of the previous meeting held on 8th July 2020, copies of which had been circulated previously to members, were approved as a correct record of meeting after an amendment was made to 10.07.03 at Cllr k. Stark’s request.  The chairman was authorized to sign the official minutes at a later date. 

05.08.02 Proposed by Cllr R. Storer and seconded by Cllr S. Short.

 

06.08.00 Matters arising

06.08.01 Three quotes have been requested for repairing the footpath off The Green to the A607, once received the Parish Council will decide on a quote.

06.08.02 The clerk was asked to contact Highways to ask for the speed limit to be reduced on Cow Lane and on the A607 from the school to the Hall Lane turning into the village to help improve safety.

 

07.08.00 District and County matters.

07.08.01 Cllr Lucille Hagues emailed her report in advance for the Parish Councilors to read before the meeting. 

 

08.08.00 Neighbourhood Plan- update.

08.08.01 The Parish Council would like the Local Plan, Census and Conservation Review to be completed before we carry out a large-scale review.

08.08.02 It was proposed that Cllr. K Stark will email Phil Hylton and Anne- Marie Shepherd to say the PC have reviewed the policies and we do not want to change anything.  Please could they advise the next steps for a light touch review.

08.08.03 Proposed by Cllr k. Stark and seconded by Cllr S. Short.

The motion was carried forward.

 

09.08.00 Website- who is going to build the new website and transfer information over from our current site?

09.08.01 The Parish Council has received a quote for £300 to transfer all the current information from our current website on to the new format.

09.08.02 Cllr R. Cross proposed we agreed to the quote for £300, Cllr S. Short seconded the motion.

The motion was carried forward.

 

10.08.00 Planning

Tree works Application: - 20/1019/TCA

Location: - 56 The Green, Welbourn, Lincoln, Lincolnshire, LN5 0NJ

Works description: - T1/T2 Blossom fell.

10.08.01 The Parish Council has no objections to the proposed work.

 

11.08.00 Clerks Report

11.08.01 A parishioner has donated a camera to the Parish Council to record outside the Village Hall.  A new S.D card allows us to record approximately a week and a half.

11.08.02 The clerk was asked to put up a CCTV sign and let the IOC know we are recording.

11.08.03 For the cost of £70 the parish council could obtain another camera to cover around the back of the village hall.

11.08.04 It was proposed to get a second camera by Cllr S. Short and seconded by Cllr M. Lunn.

The motion was carried forward.

 

12.08.00 Finances

12.08.01 a) Balances of accounts

The account balances were reviewed and accepted

12.08.02 b) Appendix B and C – bills paid and bills to be paid.

Accepted and arrangements made for payments.

Cllr R. Storer proposed the Parish Council paid for Zoom so meetings would not be restricted by time limits as meetings in person are currently unadvisable by the NALC.           

 

13.08.00 Dates for future meetings

Wednesday 9th September 2020 at 7.30pm Zoom Meeting.

Wednesday 14th October 2020 at 7.30pm Zoom Meeting.

Wednesday 11th November 2020 at 7.30pm Zoom Meeting.
