MINUTES OF THE MEETING OF WELBOURN PARISH COUNCIL HELD ON WEDNESDAY 23rd JUNE 2021 IN MEETING ROOM WELBOURN VILLAGE HALL AT 7.30pm

01.06.00    Chairman’s Welcome

01.06.01    The Chairman welcomed everyone to the meeting.

02.06.00    Public Forum.

02.06.01   No members of the public were present in person.

02.06.02   A parishioner had complained to the Clerk about the grass cutting as edges had been left uncut.  They had highlighted the need for the grass/weeds to be cut back on the steps up to Castle Hill, around the edge of Castle Hill where it is covering the footpath and the steps that go from Dycote Lane up to the railway bank. 

02.06.03   The Clerk was asked to speak to the current contractor to make sure none of the verges are missed.  The Clerk was also asked to arrange the cutting of the vegetation around the edge of Castle Hill and up both sets of steps by a local handyman.

03.06.02     It was resolved to accept Cllr H. Huntsman’s apologies.

04.06.00    Declarations of interest.

04.04.01    No interests to declare.

05.06.00    Notes of the Parish Council meeting held on the 19th May 2021 to be approved as minutes.

05.06.01    The notes of the previous meeting held on the 19th May 2021, copies of which had been circulated previously to members, were accepted as Minutes.

05.06.02    Proposed by Cllr. Kevin Dowling and seconded by Cllr. Stephen Short.

The chairman duly signed the minutes.  

06.06.00    District and County matters.

06.06.01    Cllr Lucille Hagues sent her apologies.

07.06.00   The Beck (the pond next to Village Hall), update on consultations held on the cause of the problem with Algae/smell.

07.06.01   Cllr R Cross, Cllr R Storer, Cllr J Beaty and the clerk met with a Drainage Board representative.   We were advised we cannot control the nitrogen as it will be present in the spring water from source.  We were told to be careful introducing reed beds as they are difficult to control from spreading everywhere.  The barley straw needs to be added earlier and taken out earlier/replaced so it does not rot.  They suggested a firm near Spilsby, who could rake the debris off and advise on the next steps.   Aeration of the water from a electric pump was another recommendation although we would need to calculate the size of the pond to get the correct size pump required.  Another company details were given who could help advise.  The clerk has been asked to contact both parties for advice and quotes for needed work.

08.06.00   Parish Council Website maintenance.

08.06.01   The website has been updated by Mr Langford who has currently helped a total of 91 parishes with their websites as many parishes have found the new website challenging.  Mr Langford is in talks with the LALC regarding how he can offer his services on a regular basis to the parishes for a set subscription charge.  Mr Langford has committed to getting anything required uploaded within 24hours with his service.

08.06.02    It was agreed to put on the next agenda to decide whether to subscribe to his service package, as we should have a confirmation for the price and more details.  In the meantime, Cllr M Lunn will liaise with Mr Langford and organise a training session, so Cllr Lunn and the clerk are trained how to update the website system themselves.

09.06.00   Clerk’s Report.

09.06.01   Parishioners keep complaining regarding potholes in the parish, please keep reporting them on “fix my street” mobile app or on the County Council website.

09.06.02   The Waddington roadworks will not be a full closure now, only a partial with traffic lights.

09.06.03   We have been warned that repair works will be carried out on the Leadenham bridge although we are waiting for a date and notification posters.  Once we have details, we will let Parishioners know.

09.06.04   We are still pushing for the footpath from Sir William Robertson Academy to Leadenham to be improved.  It is not very wide and is the same level as the road so large vehicles nearly touch you on the path.

09.06.05   The clerk was asked to contact owners of the hedges that block the footpaths, to ask them to cut them back.

10.06.00   Planning 

10.06.01   Planning Application Reference: - 21/0487/HOUS (amendment to 19/1717/HOUS) – Decision Notice- Approved.
Proposal: Erection of a side extension
Location: Hillside Cottage, Main Road, Welbourn, Lincoln, Lincolnshire.

10.06.02   Application Reference: - 21/0844/TCA
Description of works: - T1 Copper Beech- crown reduce by 2.5 – 3.5m, reduce large lateral limb over power line by 3-4m.
Location: - 7 North End, Welbourn, Lincoln, Lincolnshire LN5 0NE.
The Parish Council has no objections to this work being carried out, due to it being needed for safety reasons. 

11.06.00   Finances

a) To approve the Annual Governance Statement for April 2020 to April 2021.

The audited accounts have been received and it was agreed that the Chairman sign them, which he did in the meeting.   Proposed by Cllr S Short and seconded by Cllr J Beaty.  The motion was carried forward.
