MINUTES OF THE MEETING OF WELBOURN PARISH COUNCIL HELD ON WEDNESDAY 13th OCTOBER 2021 IN THE MAIN HALL WELBOURN VILLAGE HALL AT 7.30pm

01.   Chairman’s welcome.

The Chairman welcomed everyone to the meeting.

02.   Acceptance of reasons for Absence.

Cllr K. Stark sent her apologies.

It was resolved to accept both Cllr Stark and Cllr Huntsman’s apologies.

03.   Declarations of interest.

No interests were declared.

04.   Public Forum.

Members of the tree planting Queen’s Canopy project were present

The application to the Woodland Trust was read through and agreed by the Parish Council.

Welbourn Parish Council, as the landowners of the Playing Field (where the 105 saplings will be planted) will be ultimately responsible for the wood.  25 Volunteers from three neighbouring villages have agreed to the preparation, planting and after care for the first three years.  Welbourn Parish Council will provide long term management of the trees.

05.   Minutes of the Parish Council meeting held on the 15th September 2021 to be approved as minutes.

It was resolved that the minutes of the Meeting of the Parish Council held on 15th September 2021 be approved.  The Chairman signed the minutes.    

06.   District and County Matters.

County & District Cllr. Marianne Overton

Cllr. Overton gave a verbal report, highlighting that grants were open for business, refugees and asylum seekers, and Lincolnshire NHS Community were holding public consultations on various aspects of care. Cllr. Overton’s full monthly report attached to these minutes.

07.   County Councillor Mrs. Lucille Hagues

Verbal report given by Cllr. Hagues.

Cllr. Overton and Cllr. Hagues then left the meeting.

08.   Policies for Review

Cllr. K. Dowling offered to perform an in-depth review of the Standing Orders and Financial Regulations.

Standing Orders and Financial Regulations Review to be placed on the November 2021 agenda.

09.   Royal National Poppy appeal

It was agreed that £75 should be donated to the appeal

10.   Navenby Gala - Flag Day

We had agreed that £100 would be donated to the Navenby’s Flag Day.

11.   Finances

Description of works:    G1 Conifers - reduce broadly in line with photographic evidence provided

Comment:  No objection from the Parish Council.

Comment: No objection from the Parish Council.

13.   Clerk and RFO

The clerk/RFO post is now vacant and will be advertised.

In the intervening period Mrs. M. Lunn will be Acting Clerk and the Finance Committee will oversee the accounts.

14.   There being no further matters to discuss the chairman duly closed the meeting at 20.45 hrs.
